Who we are
The Strategic Investment Board assists the public sector in Northern Ireland to deliver major value-for-money infrastructure programmes – quickly, efficiently and successfully. We use our extensive experience of funding and implementing major investment projects, and deploying specialist skills and approaches to develop innovative investment proposals.
Our remit is twofold. On the one hand, we work with and support Departments and Agencies to help them accelerate delivery and overcome the barriers that are sometimes present. That involves advising Ministers and senior public servants right across Government. On the other, we operate alongside the private sector to generate confidence and stimulate interest, improving competition and achieving value for the taxpayer.
We have recruited a group of Strategic Advisers with very diverse skills and backgrounds. What binds them together is their collective desire to deliver a radically improved infrastructure for Northern Ireland.
We have a pioneering role at the cutting-edge of best practice in public procurement. Our work supports the Government’s priorities of economic competitiveness and better public services. By delivering an infrastructure fit for the 21st century, SIB is a key driver for economic growth.
Investment Strategy
With £5.6bn of new infrastructure investment due to be delivered over the next three years – rising to potentially more than £18bn in the next decade – this is the largest injection of its kind ever seen in Northern Ireland. Reversing a history of underinvestment, Northern Ireland needs to improve its transport networks, schools and healthcare estate and must regenerate its communities. It must also upgrade an ageing water and sewage system, and adopt new ways to deal with domestic waste.
Through the procurement process, SIB aims to maximise social and employment opportunities, addressing existing patterns of socio-economic disadvantage. This includes developing employment plans and building opportunities for local apprenticeship into major delivery contracts.
The Investment Strategy 2008-18 sets out the framework within which we will create a sustainable infrastructure. It identifies priority areas and is intended to help public, private and voluntary sector partners plan for the challenges ahead.
